Pre-Audit / Accounts Payable Supervisor





 

SALARY: $76,359.40 - $98,176.26 Annually

DEPARTMENT: Finance

DESCRIPTION:

 

Vacancy is in the Finance Department. Under general supervision of the Finance Director or Controller,

plans, coordinates and manages the overall Pre-Audit/Accounts Payable processes for all departments,

offices or agencies of the City government including the Board of Education. Coordinates and

supervises the work of the Pre-Audit/Accounts Payable unit. Determines priorities, schedules, assigns,

reviews and evaluates work of staff. Establishes, maintains and evaluates unit policies and procedures.

Recommends changes as appropriate. Develops and delivers scheduled training for all personnel

involved in the Pre-Audit/Accounts Payable processes. Authorizes the disbursement of funds including

miscellaneous payroll deductions. Creates and maintains vendor payment files. Reviews purchase

orders and/or requisitions to validate availability of funds and appropriate coding. Reviews, reconciles

and prints 1099's. Maintains accurate and complete Pre-Audit/Accounts Payable files and records.

Incumbent(s) may perform related work as required. This is a HMEA union position and the hours

of work are 40 per week. The above salary includes 5% in lieu of overtime.

 

KNOWLEDGE, SKILLS & ABILITIES:

 

The examination will consist of a rating of your training and experience as contained on your

application and may include a written test, an oral test, a performance test, or a combination thereof.

All parts of the examination, including tests and ratings, will be related to the requirements of the

position.

 

The examination is designed to measure: Thorough knowledge of Pre-Audit/Accounts Payable

principles, practices and procedures; knowledge of Federal and State laws and City ordinances that

govern Pre-Audit/Accounts Payable matters; ability to prioritize work under rapidly changing conditions and significant time constraints; ability to lead and facilitate a team; ability to supervise the work of subordinates and evaluate staff; ability to demonstrate effective communication, leadership and organizational skills; ability to establish and maintain effective working relationships with staff and

other departments.

 

QUALIFICATIONS:

 

Open to all applicants who meet the following qualifications:

 

A Bachelor's degree from an accredited college or university with a major in accounting, finance,

business administration or closely related field and five (5) years of progressively responsible

experience in Pre-Audit/Accounts Payable, three (3) years of which must have been in a supervisory

capacity. An equivalent combination of education and experience sufficient to successfully perform the

essential functions of the job outlined above may be considered.

 

A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR

APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN

RESOURCES DEPARTMENT.

HARTFORD RESIDENCY PREFERRED: Preferably be a bona-fide resident of the City of Hartford at

the time of application. A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of

residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.

If selected, you will be required to pass a physical examination administered by a City physician, a

drug and alcohol screening examination, and a background check. If appointed, you will be required to

serve three (3) to twelve (12) months of probation. This examination and employment process is

subject to all federal, state and municipal laws, rules and regulations.
