The Civil Service Commission announces the promotional recruitment from within AFSCME Local 2863 and open competitive recruitment for the position of Real Property Appraiser in the Assessor’s Office.

Office of the Assessor                                                                       Salary: Scale – A;  Range 10



Position Definition:  Under the supervision of the Chief Assessor, plans, organizes, and completes the valuation/assessment of real property for the purpose of taxation within the Town of Hamden.


Supervision Received:  Works under the administrative direction of the Chief Assessor or his/her designee.


Supervision Exercised:  May supervise individuals of an equal or lesser classification, as directed by the Chief Assessor or his/her designee.


Examples of Essential Job Duties:    Inspects, measures and creates building sketches, classifies, determines style of structures, lists exterior and interior descriptive information for all new construction, inputs data into CAMA system, and establishes real-property value/assessment.  Creates and maintains the annual Income/Expense data mailing, tracking, and analysis. Under the supervision of the Chief Assessor, assists as necessary in the preparation for court proceedings and the periodic property revaluations.  Assists as needed with the day-to-day activities of the Assessors Office including but not limited to motor vehicle assessments


Minimum Qualifications Required:  A high school diploma or equivalency and a minimum of five (5) years of progressively responsible experience in the valuation of real property. Certified Connecticut Municipal Assessor (I or II), and/or a Certified State of Connecticut General Real Estate Appraiser preferred or equivalent experience (i.e. CT Certified Residential Appraiser, experience in an assessors office and/or completion of CCMA courses).


Knowledge, Skills and Abilities: Must have excellent oral, written, and telephone communication skills.  Must possess a thorough knowledge of appraising and assessment law; knowledge and ability to produce accurate appraisals; checking and interpreting property recordings and transfers; preparing and revising assessment maps. Must have a general knowledge of integrated software such as Microsoft Word and Excel and must acquire a proficiency in department-specific computer applications including MUNIS and Vision Appraisal.  Must have the ability to enforce regulations with firmness and tact; considerable ability to establish and maintain effective working relationships with supervisors, associates, subordinates, and other agencies.  Ability to deal fairly, intelligently and politely with the public.


License or Certificates:   Must have and maintain a valid Connecticut motor vehicle operator's license.


Physical, Mental Exertion/Environment Conditions:  Must be able to walk over rough terrain, and bend and reach for measurements.
