Job Title:  Assistant Treasurer/Financial Accountant                              

Bargaining Unit: Non-Union 
Wage Classification: N-8F                             
                                                          
General Statement of Duties: Performs a variety of administrative and accounting functions to maintain and record municipal finances.
 
Supervision Required:  Works under the general direction of the Finance Officer.
 
Supervision Exercised:  Oversees the receiving, recording and reconciling of revenue received from multiple municipal departments, grants, investments and other sources of municipal income. Instructs Town departments in revenue remittance procedures.
 
Essential Job Functions: Receives and posts Town revenue; monitors financial activities through auditing and financial reporting related to cash;  performs daily reconciliation of deposits, verifies bank balances. Works closely with Collector of Revenue’s office, and other Town departments, to review content for accuracy and completeness. Processes bank transfers/wires for payments; investigates and reconciles bad checks, bank charges and other adjustments and fees. Conducts monthly reconciliation of bank statements and verifies to general ledger/accounting software and Controller’s totals. Oversees the year-end closing of the Town’s financial system. Assists with the preparation of the Town’s financial audit. Regular & punctual attendance.
 
Other Job Functions: Develop and maintain relationships with banking personnel to enhance financial process. Performs special projects, or related work, as requested or as situation dictates. Completes a variety of reports for the Treasurer and/or Controller. May be called in to work at the Town’s Emergency Operation Center (EOC). Other duties as required.

While performing the duties of this job, the employee is frequently required to sit, talk, hear, walk; use hands to finger, handle or feel objects, tools or controls, and reach with hands and arms.  Hand-eye coordination is necessary to operate computers and various office equipment.
 
The employee must occasionally lift and/or move up to 20 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus.

Must be able to perform highly complex and varied tasks requiring independent knowledge. Must be able to concentrate on detail with constant interruption, attend to task for 45-60 minutes at a time.

MINIMUM QUALIFICATIONS
 
Knowledge, Skills and Abilities Required:  Highly motivated self-starter with a strong attention to detail, accuracy and meeting time constraints. High level of integrity. Able to establish priorities within assignment. Knowledge of internet accounting controls, including cyber security, and electronic processing and banking. Excellent math skills in the area of auditing and financial reporting related to cash. Excellent communication skills with ability to train staff on established policies and procedures. Ability to manage multiple accounts accurately and reconcile bank statements. Ability to work independently. Ability to work in a team environment through establishing and maintain effective working relationships with superiors, multiple departments and vendors. Knowledge of and ability to use modern office equipment, including knowledge in Microsoft Office products, with advanced knowledge of Excel.
 
Experience & Training:  Graduation from a recognized college or university with a Bachelor's degree in Business Administration, Accounting, or related field with five (5) yeas of proven work experience in accounting, auditing or similar role. Working knowledge of governmental accounting desired. Knowledge of Munis software a plus.  Must possess a valid driver's license. Must pass criminal background check.
