GENERAL STATEMENT OF DUTIES:  As part of the Public Safety Department’s senior management team performs complex fiscal, business and management functions.  In addition, supervises and directs all of the centralized police administration tasks, services and personnel assigned to the Public Safety Department.  Work involves considerable administrative responsibility in overseeing the general functioning of the administrative office, resolving administrative problems and monitoring fiscal management procedures.

SUPERVISION RECEIVED:  Works under the direction of the Finance Director or his/her designee in consultation with the Chief of Police.


SUPERVISION EXERCISED:  Provides general supervision to clerical personnel that perform the payroll function; execute accounts receivable; meet accounts payable requests in a timely manner; and keep attendance records up to date.  Serves as the technical liaison to the Finance and Personnel departments for time, attendance, budget and other fiscal matters.


EXAMPLES OF ESSENTIAL DUTIES: 


  • Supervises administrative staff and provides guidance  to staff as required;
  • Prepares the Police Department and dog pound annual budgets.
  • Attends the annual Board of Finance and Taxation Budget Hearing to answer questions as needed;
  • Creates and maintains a Capital Improvement and Capital Equipment project and program;
  • Provides regular reporting to the Finance Director and Public Safety Chief regarding the budget and its impact on operations;
  • Conducts special administrative and budgetary studies.
  • Manages the accounting and attendance functions of the Public Safety Department;
  • Coordinates purchases of supplies and equipment to avoid duplication;
  • Approves requisitions, invoices for payment and the Department’s weekly payroll;
  • Maintain compliance with City purchasing regulations;
  • Calculates retirement pay, retirement payouts and schedules retirements;
  • Generate personnel action forms for all members of the Department as needed;
  • Prepares agenda, compiles read ahead material and produces minutes of the Board of Police Commissioner monthly meetings as Clerk of the Board or may assign a designee or subordinate employee;
  • Orders all of the printed materials and forms used by the Department from outside vendors, Judicial Materials Management and State of CT Public Safety;
  • Fulfills all court subpoena requests for personnel records;
  • Maintains all grant management and expenditure records;
  • Maintains allocations, expenditures and annual certifications for federal and state asset forfeiture programs;
  • Administers the Federal bulletproof vest program;
  • Prepares all resolutions, reports to the Mayor and purchasing reports for the Department;
  • Administer the rotating tow program to provide towing companies as needed;
  • Apply and monitor records/documents retention and destruction regulations;
  • Responsible for disbursement of pay to officers for road jobs/specials, computation of billing rates and close coordination with finance billing clerk to obtain reimbursement from vendors;
  • Coordinates administrative actions in accordance with non-union management and three (3) different union contracts.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:  Ability to develop and maintain cooperative relationships with the public, other City departments, state and federal agencies and contractors.  Thorough knowledge of contemporary office practices, procedures and equipment; thorough knowledge of business management; business administration; accounting practices and principles; ability to set up and maintain operating controls, filing and record keeping systems and be able to utilize word processing and spreadsheet software.


MINIMUM QUALIFICATIONS REQUIRED:   Candidates must possess an undergraduate degree in Finance or related field plus a minimum of three (3) years of experience as a supervisor, or an equivalent combination of training and experience management which demonstrates possession of the required knowledge, skills and abilities. Knowledge of Public Safety administration and grant writing experience is preferred.


PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS:  Performs all duties in an office environment.  Routinely and intermittently exposed to computer screen.  May be required to lift light to medium weights, for example, ledgers, office supplies, etc.  Some degree of stress in public contact.


PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

PASSING GRADE: The minimum passing grade is 70%.
