Position Definition: Performs professional accounting work in the receiving, recording and reconciling of City revenues and maintaining accounting controls of a department expenditures, receivables, employee payroll and benefits programs.

Example of Duties: Receives oral or written instructions from Supervisor. Plans and organizes work according to fiscal year schedule and established or standard office procedures. Supervises, verifies and performs work in the functional areas of accounts payable, cash management, payroll, rental collections and related financial areas. Prepares financial statements according to generally accepted accounting procedures. Supervises and maintains account ledgers and transfers data to general ledger. Sets up and maintains accounts records for special projects, grants and related fiscal events. Trains operational employees in new accounting systems. Supervises the preparation and maintenance of employee payroll systems. Prepares the reconciliation of employee withholding and Social Security payments and preparation of reports for state and federal agencies. Reviews use of data processing technology and equipment. Recommends applications to improve accounting systems and procedures. Supervises training and information programs for all units in financial reporting and record-keeping procedures. Supervises accounting and clerical staff. Provides training and assistance to employees. Prepares statistical and narrative reports of some complexity for Supervisor. Reports work accomplished to Supervisor.
Assists in the collection and preparation of budget information for preliminary planning of the operating budget of a department. Coordinates the preparation of information for a major segment of the operating budget. Provides general information to contractors, financial institutions and the public concerning assigned accounts section or special grants programs. Operates computer terminal, calculator, typewriters and other office equipment.

Supervised By:  Receives general supervision from assigned Manager.

Ability to apply general accounting theories and practices in governmental accounting practice. Ability to analyze, design, install and maintain accounting systems to meet the needs of department. Ability to present technical financial information in a clear and concise manner. Ability to acquire a working knowledge of administrative laws and related intergovernmental regulations. Ability to deal with representatives of government agencies, staff members and the public in a positive manner. Ability to train and supervise professional and clerical personnel.



Bachelor's degree in Accounting, Business Administration, Economics, Public Administration or some closely related field. Graduate training in any of the aforementioned disciplines highly desirable. Three years of increasingly responsible accounting experience, including one year of supervisory experience.



Designation as a Certified Public Accountant desirable.

This position is a Grade 19.
