the supervision and direction of the Town Manager, performs administrative and
secretarial work of a complex, confidential, and responsible nature in the Town
Managerís office. Must have considerable knowledge, skill and ability in the
functions of municipal government. Considerable
knowledge of organizational and department operating requirements. Develop, manage and administer Human Resources operations,
organizational planning, recruitment, testing, workplace investigations and
ESSENTIAL JOB FUNCTIONS:
Manager with a variety of projects, directives and initiatives as assigned.
∑ Composes and types routine correspondence and reports
∑ Provides customer service to the public, screens calls
and walk-in traffic. Provides information on department and/or Town services
and acts as a point of contact for complaints. Refers correspondence to the
appropriate department as needed, follows-up on requests to ensure satisfactory
∑ Organizes, prepares, formats, edits, proofreads and
updates materials for publication such as union contracts, monthly and annual
reports, administrative policies and regulations, program guides, informational
booklets and activity schedules. Manages
the production and edits for the Annual Report and Monthly Report.
∑ Assists in the preparation of Town operating budgets
by compiling information, proofreading and collating materials for inclusion in
∑ Develops and maintains confidential and complex
records and files.
∑ Responsible for website postings: Job Postings, Annual
and Monthly Reports, Budget Information and Union Contracts.
∑ May serve as staff member for the Emergency Operations
Center helping to coordinate emergency operations as assigned.
∑ Works with newly elected/re-elected Councilors: Sends
packets to Council candidates not currently on the Council. Prepares and
distributes information packets, plans and prepares for swearing-in reception, coordinates
laptops with IT, informs IT of new Councilorsí names for website posting.
∑ Responsible for personnel functions, including
providing information on Town employment opportunities, advertising, assisting
with recruitment procedures through the interview processes. Maintains
applicant and personnel files, coordinates employee evaluations.
∑ Develops and maintains Job Descriptions, Classification
and Pay Plan, and distributes forms and information to new employees.
preparation of State reports as related to Human Resources. Compiles and
maintains FMLA records & EEO reporting.
∑ Responds to concerns and assists with grievances from
collective bargaining units. Assists in
contact language interpretation.
∑ Monitors all employee issues.
REQUIRED MINIMUM QUALIFICATIONS:
degree and five years of progressively responsible secretarial or
office/administrative work, as well as experience with HR administrative
combination of training and experience.
∑ Ability to use computer equipment, type with speed and
accuracy and to use computer applications and software with a proficiency in Outlook, Excel, PowerPoint, Access & Word.
