ASSISTANT COLLECTOR OF REVENUE
PURPOSE AND DEFINITION OF POSITION:
This position reports to the Collector of Revenue and is accountable for assisting the Collector of Revenue in the collection and recording of local property taxes, special assessments, liens, sewer and water and other municipal revenues; acts as the Collector of Revenue in his/her absence.
Assist the Collector of Revenues in the collection and recording of local property taxes, special assessments, liens, sewer and water and other municipal revenues; process daily mail and tax payments received from taxpayers and/or bank lock box deposits; liaison for banks, mortgage companies, realty tax services, both local and nationwide to control and update requests for escrowed tax bills; input bank codes on tax system; responsible for changes in real estate, water, and sewer records for new owners or address changes for all tax bills; notify Town Attorney of any bankruptcy notices received from the Bankruptcy Court and/or maintain office bankruptcy records and apply all Chapter 13 payments received from the Court; process refund payments as approved by the Board of Selectmen; maintain tax office daily receipts and office tax bill copies; responsible for storage of tax receipts for retention purposes; set up payment plans with taxpayers when necessary; work with the Assessor’s office and Public Works Department to update records; responsible for releasing liens in Town Clerk’s Office. Must be able to perform work independently and make fair and equitable decisions. This position may assist other Finance Office positions on an as needed basis at the discretion of the Finance Director.
EXAMPLES OF DUTIES AND RESPONSIBILITIES:
Assists the Collector of Revenues in the billing, collection and recording of current and delinquent real estate, personal property and motor vehicle taxes as well as the collection water and sewer rents and the collection of charges for metered water and sewer service customers. Prepares daily deposits and is required to make bank runs; provide assistance and information to the general public regarding real estate, sewer and water, and must have proficient computer experience for entry of payments and other data and for obtaining numerous reports. This position must be legally bonded. A background check will be required and other security screening may also be requested.
DESIRABLE MINIMUM QUALIFICATIONS:
TRAINING AND EXPERIENCE:
A minimum of an Associate’s Degree of formal education and three (3) years of work experience involving bookkeeping, cash management and customer service; knowledge of accounting principles and practices, the ability to securely and accurately manage large sums of money; Position requires a proficiency in the use accounting and office software such as Microsoft Word, Microsoft Excel; requires Connecticut Certification be completed within three (3) years from date of hire or as classes are offered by the Connecticut Tax Collector’s Association; once completed, a State Certification as a Certified Connecticut Municipal Collector (CCMC) will be awarded; once certified, employee must attend State and Local tax collector’s meetings as required to maintain the State Certification.
KNOWLEDGE – ABILITIES AND SKILL:
Must be able to manage large revenue collection with speed and accuracy and have accurate mathematic computations; candidate must have the ability to keep detailed accounting records, operate a cash drawer, computer and all other office equipment. Must be able to understand, interpret and apply Connecticut State Statutes (per State Certification Program regulations) and comprehend local requirements pertaining to the collection of revenues. Candidate must have the ability to manage difficult and/or hostile customer situations with diplomacy and courtesy. Previous work in a tax collection office and/or Tax Collector Certification heavily weighted

Must Have a Valid Driver’s License
Connecticut Certificate Municipal Collector Certification within Three Years of appointment (or as soon as classes are available).
This position subject to a 90-Day Probationary Period unless otherwise specified by union contract.
