CITY OF HARTFORT, CONNECTICUT DIRECTOR OF FINANCE
CITY OF HARTFORD, CONNECTICUT (124,893) Director of Finance. Connecticut’s capital city is
seeking a highly qualified and dynamic Director to lead the department and build a strong team of
committed professionals. The Department of Finance is responsible for all financial transactions in
conjunction with the City’s Fiscal Year 2013-14 General Fund Budget of $538.8 million, which includes
school funding of $284 million. The City also has adopted FY 2013-14 CIP budget is $141 million; $107
million after reimbursements, with an expected gross expenditure of $729 million and $473 million net
expenditure through Fiscal Year 2018 after reimbursements from various state programs and federal and
state grants. The City of Hartford’s bonds rating is ‘A1’ according to Moody’s, and ‘A’ by Standard and
Poor’s. The Department operates with an annual budget of $3.1 million and a staff of 44 full time
employees who are responsible for planning, organizing and directing long and short range strategic
financial planning, revenue collection, employee benefits, investment monitoring and performance,
financial accounting and reporting, purchasing, debt management and audit compliance.
Qualifying candidates must possess a master’s degree in business or public administration, accounting or
finance and ten years of increasingly responsible administrative experience in all phases of financial
management for a municipal or public body. A thorough knowledge of Government Accounting
Standards Board (GASB) guidelines and Generally Accepted Accounting Principles (GAAP) related to
public sector financial management, and Government Finance Officers Association (GFOA)
recommended practices and regulatory reporting requirements are important. Candidates should also
possess knowledge of audit requirements and practices and have a comprehensive knowledge of general
laws, administrative policies, principles and practices governing municipal financial practices and
procedures. In addition, knowledge of governmental accounting; the principles and practices of a
municipal purchasing system, the practices methods and laws relating to municipal bond financing, and
State and City Codes and ordinances is required. The successful candidate will be adept at working in a
change oriented, complex and fast paced environment and will possess proven financial management,
strategic planning, budgeting and leadership skills with the demonstrated ability to build a strong and
focused team of finance professionals. The candidate shall have demonstrated ability to provide strong
and effective leadership and vision to department staff and interact effectively with citizens, the Mayor,
City Council, Chief Operating Officer and the City’s department directors. The candidate is expected to
be a problem solver who is focused on positive outcomes.
