CITY OF NORWALK invites applications for the position of: Budget Analyst/Internal Auditor

Hourly: $35.98 - $43.74
Annually: $70,437.00 - $85,618.00
OPENING DATE: 07/11/13 CLOSING DATE: Continuous
Performs budget, operational and management analysis of City departments and operations; evaluates systems of internal accuracy, conformance with standard and specific accounting requirements and security of systems, assists various departments with efforts to reduce costs, increase efficiency and enhance revenue collection; and prepares reports of findings including remedial steps or actions needed.
Receives oral or written directions from the Director of Management and Budgets. Plans and organizes work according to fiscal year schedule and established or standard procedures. Analyzes internal auditing controls. Analyzes and evaluates findings. Prepares preliminary findings and reviews with department representatives. Prepares recommendations to effect improvements in procedures and/or quality of performance. Assists in the preparation of the City's annual Operating and Capital budgets. Receives, processes and analyzes budgetary data from departments. Prepares revenue and expenditure projections and schedules. Participates in the design and development of the recommended and approved budget documents. Completes special projects and other related duties as assigned. Prepares statistical and narrative reports of some complexity. Cost out City and Union proposals during the course of labor negotiations. Prepares spreadsheet and statistical reports on the total cost of compensation for the various collective bargaining groups. Reports work accomplished to the Director of Budgets and Management. Performs accounting and research tasks in the functional areas of budget preparation, review and management. Performs special auditing or accounting procedures as assigned. Operates personal computer, calculator and other office equipment. The above is illustrative of tasks and responsibilities. It is not meant to be all-inclusive of every task or responsibility.
The skills and knowledge required would generally be acquired with a Bachelor's degree in Accounting, Business Administration, Economics, Public Administration or some closely related field. Graduate training in any of the aforementioned disciplines highly desirable. Two years of budgeting or accounting/auditing experience. However, a Master's degree in Business or Public Administration may be substituted for one years work experience. A working knowledge of municipal financial operations, budgeting principles and procedures and reporting requirements. Ability to apply principles of budget management to solve practical problems and deal with a variety of concrete variables in situations when only limited standardization exists. A working knowledge of personal computers, computerized spreadsheets applications and database management systems. Ability to present technical financial information in a clear and concise manner. Ability to deal with representatives of government agencies, staff members and the public in a positive manner.
This position is a Grade 19. Please do not apply if you do not meet minimum requirements for the position.
