JOB SUMMARY:

This is highly responsible administrative work involving the direction of a broad range of municipal finance functions.

Work involves responsibility for accounting, investing, data processing, auditing, payroll, and pension fund administration and compliance with all regulatory pronouncements (ex. = GASB). Duties include policy recommendation, departmental and municipal planning and the direction and administration of departmental activities. This position also has the responsibility for making the most difficult financial management technical decisions. This work requires that the employee have thorough knowledge, skill and ability in every phase of municipal financial management, familiarity with actuarial principles, and good working knowledge of the administration of all municipal functions.

SUPERVISION RECEIVED:
Reports to the Mayor.

SUPERVISION GIVEN:
Directly supervises all professional staff and generally supervises all other staff within the Finance Department.

EXAMPLES OF ESSENTIAL DUTIES:
Directs the operations of the Finance Department through staff and evaluates and administers financial management programs such as accounting and financial reporting, budgeting, data processing services, cash management, auditing and pension and payroll administration.

  • Drafts and recommends policy to the Mayor and plans for the implementation of financial goals and objectives.
  • Provides fiscal management of all City funds.
  • Coordinates the preparation and administration of the City Budget and indebtedness program.
  • Coordinates the preparation of the Comprehensive Annual Financial Report (CAFR)
  • Coordinates the revenues and expenditures of all City funds and account groups.
  • Oversees purchasing, insurance risk programs, MIS, and Central Administration (i.e. Mailroom).
  • Provides fiscal management of grants.
  • Analyzes financial markets and supervises the investment of City funds working in conjunction with the City’s Investment Advisor.
  • Coordinates the efforts of external auditors in their review of City financial management.
  • Assists in the negotiation and implementation of collective bargaining agreements.
  • Confers with a variety of City officials, boards, commissions, committees, financial institutions, insurers, community groups and the general public to provide information and to resolve problems and complaints.

MINIMUM QUALIFICATIONS

EXPERIENCE AND TRAINING: Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Finance, Business or related field plus six (6) years of experience in professional level positions in financial activities, four (4) years of which shall have been at a supervisory or management level or an equivalent combination of training and experience. A Master’s Degree in Business or Public Administration, Finance, or some closely related field, or recognition as a CPA is preferred.

The Civil Service Commission reserves the right to determine the number of candidates who will be admitted to the examination process, based upon a ranked evaluation of experience and training, which shall be forwarded to candidates who have met the minimum qualifications.

PASSING GRADES: The minimum passing grade is 70%. In the written examination phase only, the passing grade will be established utilizing the flexible passing point system. In no event will this passing point be set at less than 60% of raw score.

DURATION OF EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. Subsequent to the initial certification of the employment list, no sooner than 10 months and no later than 11 months and 29 days from date of initial certification, the Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City. The City, or any individual, may request that consideration of extension be placed on the Civil Service regular meeting agenda by notifying the Personnel Director no later than one calendar week prior to the monthly meeting. The maximum period of time that a list shall remain in effect is two years from date of initial certification.

RULE OF FIVE PLUS THREE: The first five names in rank plus the next three highest City residents on the Certified Employment List may be considered to fill a vacancy.

PHYSICAL EXAMINATION: Prior to appointment, the successful candidate must complete and qualify on a City medical examination, including a drug screen.

BACKGROUND INVESTIGATION: Background investigation and reference checks will be required for top finalists.

RESIDENCY, SPECIAL REQUIREMENT: Permanent residency in the City of New Britain is required within one (1) year after completion of the probationary period.

PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

REASONABLE ACCOMMODATION IN TESTING: All requests for reasonable accommodations in the testing process must be made in writing, no later than the closing date for applications. Documentation of the disability for which the accommodation is being requested must be received no later than two (2) weeks after the closing deadline for applications. The candidate’s failure to provide documentation, which satisfies the City’s requirements by the timetable above, will result in an inability to provide an accommodation in the testing process. However, the candidate who meets the minimum qualifications for the position would still be eligible to complete with all other candidates in the standard testing process.

SPECIAL REQUIREMENT FOR CITY OF NEW BRITAIN RESIDENTS: Proof of domicile shall be filed at the time of filing the application. (Please see form attached). Failure to provide proof of domicile in accordance with this timetable will result in no residency consideration being granted for this examination.
