SUMMARY OF DUTIES: Plans, organizes, and supervises the recording of all City moneys received and disbursed; and participates in the investment of City funds. Supervises office staff. Serves as the key operations person in the Office. Projects cash flow of City and prepares information for investment of idle funds. Oversees bidding process for investment of funds and arranges wire transfers. Confers with Treasurer, Comptroller and investment advisors on placement of funds. Administers employee retirement funds and programs. Counsels retirees and employees on pension programs. Coordinates with Board of Education regarding education funds. Prepares investment analysis, and narrative and statistical reports. Prepares information for the Comprehensive Annual Financial Report and Pension Actuarial Report. Processes debt billing and maintains records for short term notes and long term debt.
QUALIFICATIONS: Bachelors degree in Business Administration, Accounting, or related field. Three years experience in responsible accounting, banking or investment advisory work. Good knowledge of governmental accounting; electronic processing and banking; laws and regulations related to municipal investments, and the issuance of municipal debt; auditing and financial reporting related to cash, investments, and debt; automated financial and treasury management systems. Ability to reconcile bank and investment accounts.
LICENSE OR CERTIFICATE: Bonding as required according to CT General Statutes and City Charter.
SALARY RANGE: $52,940 – $58,185/yr. Generous benefits.
