TEMPORARY ACCOUNTANT POSITION DESCRIPTION
$50 PER HOUR
GENERAL SUMMARY OF DUTIES
Under the general supervision of the Controller, performs general municipal accounting work of a complex nature; maintains and controls a variety of City and Board of Education accounting functions; does related work as required.
EXAMPLES OF WORK (Illustrative Only)
Responsible for on-going system maintenance activities of the SunGard H.T.E. Financial System and all associated modules (general ledger, cash receipts, purchasing, accounts payable, fixed assets, etc.) This includes coordinating periodic system upgrades, resolving system issues with vendor, facilitating new report development and acting as the overall system coordinator.
Responsible for on-going system maintenance activities of the Kronos Time & Attendance System and all associated activities including periodic system upgrades, developing and programming new work rules, payroll system interface and customer service activities for the City and Board of Education.
Responsible for overall management and support of the accounts payable department including approval and auditing of transactions and processes, recommending improvements to enhance control or streamline activities and documenting all related processes and policies in the Cityís Adopted Accounting Manual.
Responsible for oversight, analyses and reconciliation of balance sheet accounts in city funds (governmental, capital, special revenue, enterprise and fiduciary) maintained on the financial system.
Controls and records fixed asset activity and depreciation in the general ledger for the City, BOE and two Enterprise Funds. Reconciles fixed assets to capital projects and prepares detailed fixed asset audit schedules quarterly and annually.
Prepares journal entries and performs all associated tasks necessary to assist in all applicable monthly and year-end closings.
Participates intensively in the annual external audit by preparing schedules, reconciling discrepancies and proposing adjusting journal entries.
Confers with and advises peers and superiors in the City and Board of Education on status of accounts, problems encountered, possible improvements and interpretation of financial data.
Supervises Account Clerks and monitors/reviews work.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
Considerable knowledge of the generally accepted principles and practices of accounting for governments.
Solid accounting background, preferable in accounts payable, treasury and payroll functions.
Good knowledge of applicable local, state and federal laws and finance, audit and budgetary procedures and practices.
Considerable knowledge of automated accounting, payroll and time & attendance systems used in a municipal environment.
Knowledge of GFOA reporting program and municipal best practices.
Advanced working knowledge of spreadsheet and word processing software.
Ability to access, maintain and interpret complex financial data from an integrated financial system and develop logical conclusions.
Ability to prepare complex written reports and financial reports.
Ability to plan, supervise and coordinate the work of subordinate personnel.
Maintain effective relationships with City departments, the Board of Education and vendors.
MINIMUM TRAINING & EXPERIENCE REQUIRED
Graduation from an accredited college or university with a Bachelorís Degree in Accounting, Business Administration, Finance or a closely related field and several years of progressively responsible experience in accounting in the public or private sector and supervisory experience.
