DESCRIPTION:


Currently, there are two (2) vacancies in multiple departments within the City of Hartford: This posting can be used for future vacancies
within multiple, diverse departments. Manages a major division under
administrative
direction.
Develops
policies,
procedures,
strategies
and
plans. Plans, develops, evaluates and participates in projects, including, but not
limited to, developing and monitoring
budgets,
conducting
cost/benefit
analysis,
establishing
timelines,
measuring outcomes, and making recommendations for improvement. Compiles data; performs complex analysis; prepares
reports
and
makes recommendations. Prepares
and
makes
presentations. May attend meetings of Boards, Commissions, City Council and its committees, community groups and other entities as required. Manages
and administers a variety of grants.
Ensures compliance with all grant requirements in order to maintain funding, including preparing all reports, providing training, and
coordinating services of
subcontractors. Makes recommendations on process
improvement, cost reduction strategies and opportunities, and implementation strategies. Supervises and provides technical assistance to staff members
in preparing tactical and action
plans for projects.
Provides guidance to project managers
and serves as the lead for all projects that are within an assigned area of responsibility. May oversee the fiscal management and/or administrative functions
of the Department, including, payroll, accounting functions, inventory
control, maintenance of employee records, and handling personnel related
matters. Performs related work as required.
Distinguishing Characteristics
This classification is used in multiple, diverse
departments. All duties,
responsibilities, knowledges, skills, abilities and qualifications will be at
the same level, but will vary on subject matter according to the area of
assignment within the department where the position is located. In addition,
all positions will perform essential core duties and responsibilities and
possess core knowledge, skills and abilities.
This is a HMEA Union position. The hours of work are 40 per week and the
above salary includes 5% in lieu of overtime.
KNOWLEDGE, SKILLS
& ABILITIES:
The examination will consist
of a rating of your training and experience as contained on your application
and may include a written test, an oral test, a performance test or a
combination thereof. All parts of the examination, including tests
and
ratings,
will
be
related
to
the
requirements of the position.
The examination is designed to measure considerable knowledge of project management concepts, principles and
practices; Federal, state and municipal laws and regulations related to project
activities. Skill in performing complex analyses and research independently;
Communicating clearly in both oral and written form; Utilizing Microsoft Office products, including
Word, Excel
and PowerPoint. Ability
to lead other
professionals in the functions of project management; Plan,
assign and supervise the work of subordinate professional staff; Locate and compile
information data or facts from specialized sources; Apply contractual language, as
needed, to work to ensure compliance; Establish and maintain effective working relationships with
government officials, business
representatives and the general public.
QUALIFICATIONS:

qualifications:
Bachelor’s
Degree from an accredited college with major coursework in Public Administration, Business Administration, Economics, Public Policy, or a closely related field or major
related to the area of assignment, AND five (5) years of full-time, responsible
professional experience significantly related to the below areas of assignment:

Develpoment Services - Economic
Development (1
Vacancy):
Bachelor’s
Degree with major coursework in: Economics, Public Administration, Business Administration,
Urban Planning, Political Science, Project Management, Law, Construction Management, or a closely
related field.
Professional Experience: Five (5) years
of full-time responsible professional experience in Economic Development,
Planning, Commercial and/or Industrial Real Estate Development, Construction
Management, or Grants Management.
Management
and Budget (1 Vacancy):
Bachelor’s Degree with major coursework in: Public Administration, Business Administration, Economics, Public Policy, Project Management, Finance, or a
closely related field.
Professional Experience: Five (5) years
of full-time responsible professional experience in Public Policy, Budget Management, full cycle of Grants
Management (preferably in program design evaluation and use/development of
analytical tools).
In the absence of a four-year
degree, full-time, professional direct experience in the specific area of
assignment listed above may be substituted for the above educational
requirement on a basis of one (1) year of experience for each year of the
educational requirement.
