DESCRIPTION:
Currently,
there are two (2) Vacancies for this position, One (1) in the Department Of Finance,
One (1) Vacancy in the Department of Health and Human Services. P
osting will r emain open until sufficient
applications are received. Under general supervision, plans,
coordinates and supervises a major financial accounting function of a
department. Performs a variety of
difficult professional accounting work and maintains financial records of a
highly technical and involved nature. Assigns and evaluates work of subordinate
professional and clerical accounting employees, and provides training as
needed. May assist in training employees of other departments involved in
specified accounting function. Prepares and
recommends procedures regarding problems of work or procedures in
accounting. Supervises the examination of a variety of accounting documents for
conformance with law and established procedures and regulations. Reviews and
directs the formulation and compilation of reports. Balances at designated
intervals accounts in assigned area to ensure validity of controls. Maintains
the custody of specific records, files and information. Reviews accounting
practices and procedures and makes recommendations for their improvement. The

This is a HMEA Union position. The hours of
this position are 40 per week and the above salary includes 5% in lieu of
overtime.
KNOWLEDGE, SKILLS &
ABILITIES:
The
examination will consist of rating your training and experience as contained on
your application and may also include
a written test, an oral test or both. All parts of the examination, including
tests and ratings, will be related to the requirements of the position. The
examination is designed to measure
Knowledge of: accounting theories and practices governing City financial
matters, especially as they relate to municipal financial operation; laws,
ordinances and regulations governing
City financial matters; data processing applications to the accounting system; and the Ability to
supervise, train, coordinate and expedite the work of a moderate size staff; perform detailed work using
statistical and financial data; interpret complex statistical and financial
statements; devise and install account procedures and systems; prepare
comprehensive and concise oral and written reports; maintain cooperative
working relationships with City officials, employees and the public; supervise
the work of subordinate personnel.
Physical Demands and Working Conditions:
Work is performed primarily in
an office environment with some travel to different sites. Incumbent may be required to work a flexible schedule
including evenings and weekends.
QUALIFICATIONS:
Open to all applicants
who meet the following qualifications:
Graduation from a recognized
college or university with major course work in accounting A ND
Four (4)
years of increasingly responsible accounting or financial management
experience, including at least one year of lead or supervisory experience.
HARTFORD RESIDENCY PREFERRED: Preferably
be a bona-fide resident of the City of Hartford at
the time of application. A completed CITY
OF HARTFORD RESIDENCY AFFIDAVIT including
proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.
A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE ATTACHED
