TOWN OF STAFFORD
DIRECTOR
OF FINANCE
Department: Finance
Location: Town Hall 1 Main Street, Stafford Springs, CT
Bargaining Unit: Non-union
Salary Range: $110,000 to $120,000 and $10,000 sign-on bonus;
half paid upon completion of 1st year and other half paid upon completion
of 2nd year

Statement of Duties
The Director of Finance is primarily responsible for the
administration of the financial affairs of the Town providing centralized
financial management services for the Town of Stafford, Stafford Water
Pollution Control Authority, and Stafford Board of Education. Provides
leadership, vision, and direction in developing both long and short-term
financial policies, procedures, and plans that support the Town’s financial
goals and strategies. This position oversees the Assistant Director of Finance
and directs the oversight of accounting systems, financial records, support
systems and internal controls of the Town to ensure that accurate and timely
data is provided as needed to all departments, offices, boards and commissions,
or external agencies.

Received
Works under the direction of the First Selectman with
responsibility to the Board of Finance, Stafford Water Pollution Control
Authority and Stafford Board of Education.
Typical
Duties
Assumes overall administration of the Town municipal systems
of budgeting, payroll, accounts payable, accounts receivable, retirement plans,
insurance and risk management, fixed asset recording, capital and debt planning
and management, internal and external audits, preparation of bids, bonding, and
purchasing/vendor management. Provides financial controls for all Town
departments collecting revenue. Prepares financial statements and reports and
maintains oversight of accounts. Ensures financial reporting compliance and
directs annual year-end audit.
Required
Qualifications
Graduate from an accredited college or
university with a Master’s degree in Finance, Business or Public
Administration, five (5) years experience in municipal government accounting,
and CPA preferred. Graduate from an accredited college or university
with a Bachelor’s degree in Accounting, Finance, Business or Public
Administration and seven (7) years of related experience or equivalent
combination of education, training, and experience required. Certified
Public Finance Officer (CPFO) certification through GFOA of CT preferred.
GAAP and GASB fund accounting experienced. Knowledge of Edmunds municipal
accounting system preferred. The Director of Finance is required to
exercise considerable independent judgment in performing the duties of this
position for all areas under their direction and control. Valid motor vehicle
operator’s license. Must be eligible for bonding in accordance with Connecticut
State Statutes.
Physical Requirements
The Director of Finance performs work in a
professional office environment with occasional related field work. Routine use
of standard office equipment is required and the noise level is typically
quiet. The employee must occasionally lift and/or move up to 20 pounds. In the
course of duties, the employee regularly stands, sits, walks, speaks and hears
and occasionally reaches and bends.
The applicant will be required to successfully
complete pre-employment drug testing and applicable background, financial and
criminal investigation.
Work Schedule and Benefits
This is a full-time forty (40) hour work week with
a flexible schedule. This position occasionally requires long hours beyond the
regular schedule including evening Board and Commission meetings and other
evening and weekend work as job duties demand. This position is eligible for full benefits
which currently includes health/dental/vision/life insurance, 457b defined
contribution retirement plan with match, and generous paid time off.
