Performs complex municipal accounting and technical
administrative work in a variety of areas. Responsible for assisting and
advising Department Heads and Managers on properly handling accounting and
financial matters. Manages the accounts payable function and contract
administration for the Town.
Reports to the Chief Accountant.
from an accredited college or university in Business Administration, Accounting
or related field; plus five years of responsible financial account management
experience including financial system project management; plus two years of
supervisory experience. Masterís Degree may be substituted for two years of
related professional experience.
Designation as a
Certified Public Accountant desirable.
requires that the incumbent be available to work four (4) Saturdays annually
for the purpose of reconciling encumbrances, including the Saturday prior to
the year-end close of the financial system.
Duties and Responsibilities
Assists the Chief Accountant for the monthly and annual closing of funds and
the preparation of the Comprehensive Annual Financial Report (CAFR) and Federal
and State Compliance Report (ED001) in accordance with Generally Accepted
Accounting Principles (GAAP). Oversees and maintains separate account ledgers
and transfers data to the general ledger. Reports financial information
to the State in the standard State format. Performs reconciliations and
analysis of the General Ledger accounts. Sets up and maintains accounting
records for special projects, grants, and related fiscal events. Recommends
applications to improve accounting systems and procedures.
Responsible for the overall
supervision of the accounts payable function and all aspects of contract
administration for all Town Departments and the Board of Education. Performs
monthly and quarterly reconcilements of the accounts payable records.
Supervises the Accounts Payable staff.
Plans and organizes work according to
a fiscal year schedule and established standard procedures. Performs periodic
maintenance of MUNIS functions during off-hours.
Manages all aspects of 1099 reporting
including preparation and sending of the forms to 1099 recipients. Transmits
the 1099 information to IRS and the state by required deadlines.
Assists the Chief Accountant with the
set up and maintenance of the Chart of Accounts. Verifies proper budgetary
coding including the receipting of revenues and recording of complex grants.
Assists the Budget and Systems Director with budgetary data including the
preparation and input of budget information.
Develops training and information
opportunities for financial reporting and record-keeping procedures. Trains
employees in new accounting systems. Acts as liaison with IT department
regarding MUNIS, and with each department on various accounting issues,
including security permissions and problem solving.
Prepares complex statistical and
narrative reports for federal and state agencies and for the Chief Accountant.
Coordinates work with unit heads, and
State and Federal agencies as needed. Provides general information to
contractors, financial institutions, and the public.
Prepares the bi-weekly payroll general
ledger interface as a back up to the Assistant Budget Manager.
Supports Town policies and
philosophies, and performs other duties as required.
