ASSESSMENT TECHNICIAN
BARG UNIT: Non-Union
HOURLY RATE RANGE:
$21.44 - $27.26 (based on experience)
PURPOSE AND
GUIDELINES: Performs
technical and office administrative assistance duties; oversees and performs
property card reviews of field inspections and valuations; collects, processes
and enters information into an automated data processing system to assist in
the establishment of the Town Grand List and to maintain related taxable
property information.
SUPERVISION RECEIVED: Receives general supervision from the Assessor and
functional supervision from the Deputy Assessor.
SUPERVISION EXERCISED: Provides task assistance to clerical staff members.
EXAMPLES OF DUTIES: Reviews and revises records relating to taxpayers’
addresses and property ownership. Receives and processes real estate, personal
property, motor vehicle and related property information. Organizes work
according to standard office procedures. Establishes priorities within
work assignment. Reports work accomplished to supervisor. Enters
information into remote computer terminals. Reviews computer printouts
for accuracy, and makes corrections as necessary. Prepares reports and
accesses data from the computer assisted mass appraisal computer system.
Reviews deeds and other instruments of conveyance to assure conformance with
Assessor’s records. Observes strict confidentiality in maintaining
restricted files and records. Assists in valuing and prorating of motor
vehicles for taxation purposes. Assists the elderly and other members of the
public in filing for tax exemptions. Assists in the preparation and
processing of real estate sales ratio information for state reports. Provides
technical information to lawyers, title searchers, bank officials, real estate
agents, and the general public. Prepares statistical and narrative
reports as required. Assists in the instruction and training of clerical
and other staff. Composes technical letters and /or reports for review
and signature by the Assessor. Performs other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY: Ability to apply common sense understanding to carry
out instructions furnished in written, oral, or diagrammatic form.
Ability to deal with problems involving several concrete variables in or from
standardized situations. A working knowledge of laws, regulations and
procedures pertaining to municipal assessment. A working knowledge of
Assessor’s maps. Ability to type accurately. Ability to learn to operate data
and word processing equipment. Ability to maintain accurate files and
records. Ability to perform accurate mathematical computations. The
ability to deal cooperatively with fellow workers and the public.
EXPERIENCE AND TRAINING: Requires a high school education and two years’
experience in municipal assessment work or comparable practical experience in
land records or real estate work, or an equivalent combination of education and
experience.
PHYSICAL EXERTION AND ENVIRONMENTAL
CONDITIONS: performs duties in an
office environment. Intermittent exposure to a computer screen. Some
stress involved in public contact. Some lifting of light to medium
weights, e.g. ledgers.
LICENSE OR CERTIFICATE: Not applicable. Certification as a Municipal Assessor
is desirable.
