JOB DESCRIPTION

 

FISCAL ASSISTANT – FINANCE / PAYROLL

 

NATURE OF WORK

 

This position is fiscally related work of moderate complexity.

 

            Working within clearly established accounting systems and procedures, this position exercises considerable independent judgment to document and record financial transactions. Work includes the preparation of a variety of reports including invoices, and reconciliations and the operation of a computer terminal and auxiliary electronic equipment.

 

            Representative assignments in this position include the accounts’ payable function; payroll processing; the billing, collection and recording of various revenues and fees; and related activities as well as providing customer service to residents and others.  Work is performed under general supervision, and verified in accordance with departmental procedures.

 

 

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

Perform a variety of routine to moderate complexity fiscal support duties related to accounts

receivable, accounts payable, utility billing, business licensing, and/or department-specific technical account duties, including posting, balancing, adjusting, and maintaining manual and computerized account and financial records according to established policies and procedures.

 

Collects time records from departments, and tracks personal, vacation, and compensatory time

usage.  Oversees wage garnishments and related procedures. Prepares payroll data for electronic transmission to payroll services contractor.

 

             Distributes payroll checks and performs related accounting control and posting procedures. Prepares monthly retirement fund report and payroll reconciliation. Participates in year-end close out and turn around procedures, and the processing and distribution of IRS Form W-2s.

 

Prepares and types/keys routine correspondence. Provides backup support to other staff as

required.

 

Provides administrative, accounting and billing and program support for assigned area(s)

 

Analyzes and verifies details of transactions such as invoices, reconciliations, and other

disbursements in conjunction with department and Town policies and procedures

 

Monitors, tracks, logs commitments, and maintains accurate accounting and billing records

 

Fields questions from citizens, vendors, attorneys, and employees regarding department policies

and procedures.  Assist customers, departments, and employees by providing answers and information regarding specific account information, discrepancies, general billing procedures, and/or department-specific issues and problems; research issues regarding specific transactions; and update related files and departments on action items.

REQUIREMENTS OF WORK

 

            Graduation from high school including or supplemented by courses in accounting and business subjects plus four years of relevant experience including experience with computerized accounting systems; or an Associate’s degree in a business field and two years related experience; or any equivalent combination of training and experience that provides the following knowledge, abilities and skills:

                       

Considerable knowledge of clerical accounting procedures and techniques.

 

Knowledge of modern office procedures and office equipment.

 

            Knowledge of the special laws, regulations and technical terminology pertaining to assigned work.

 

            Skill in the use of a computer terminal or personal computer for word processing, database and spreadsheet applications; knowledge of Microsoft Office systems and other billing systems.  Knowledge of MUNIS and payroll systems a plus.

 

            Skill in following oral and written instructions.

 

            Ability to organize and express thoughts and ideas through both oral and written communications.

 

            Ability to perform mathematical calculations quickly and accurately.

 

            Ability to establish and maintain effective working relationships and communications with the public, Town officials, other departments and agencies, and office staff.

Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

The employee must be free from mental and/or physical disorders, which would interfere with the performance of duties, as described. The employee must be able to interact with people who are under physical and/or emotional stress as well as the ability to maintain a calm manner in stressful and emergency situations. FISCAL ASSISTANT – FINANCE/PAYROLL

Full-time, non-exempt union position, 35 hrs/week

Salary Range: $25.93/hour w/benefits

 

Under the supervision of the Director of Finance and Senior Accountant, this position exercises considerable independent judgment to document and record financial transactions. Work includes the preparation of a variety of reports and reconciliations and the operation of a computer terminal and auxiliary electronic equipment.  Perform a variety of routine to moderate complexity fiscal support duties related to payroll processing including collection of time records from departments, and tracks personal, vacation, and compensatory time. Distributes payroll checks and performs related accounting control and posting procedures. Prepares monthly retirement fund report and payroll reconciliation. Participates in year-end close out and turn around procedures, and the processing and distribution of IRS Form W-2s.

A criminal record check and valid Motor Vehicle Operator’s License are required. The Town of Stonington conducts a urinalysis drug test as part of the hiring process. The urinalysis drug test will be performed using a reliable methodology. The results of any such test shall be confidential and shall not be disclosed by the employer or its employees to any person other than any such employee to whom such disclosure is necessary; the results shall be maintained along with other employee medical records.
