IMPORTANT:
- Veterans – Veteran’s points will be awarded in accordance
with the Connecticut State Statute. Five (5) for non-disabled veterans,

the Personnel Director before the date of the examination.
2. Residents
– Five (5) Residency points shall be added in accordance with the amendment to
the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must

Performs difficult and complex industrial and commercial
real property appraisals by procuring all basic construction data from building
construction plans on file with the office of the Building Official, reviews
and inspects actual construction in the field for the purpose of the
classification of buildings and the application of proper building cost units
as indicated by the official building cost manual in use; Performs personal
property appraisals and assessments; Assists in the preparation of an official
building cost manual and the adjustment and updating of all such cost data by
use of acceptable engineering cost indices; Administers tax abatement programs;
supervises and checks subordinate appraisers, working both in the office and in
the field and personally inspects questionable cases; Assists in formulating
departmental policy, work methods and procedures and reviews work programs in
progress; assigns, supervises, and checks work of department and ensures that
an up-to-date mapping program is maintained; Establishes motor vehicle
assessments based on formula and prescribed department/state policies; Meets
with taxpayers filing complaints on taxation, both in office and in the field;
Checks the evaluation of properties at the request of the Board of Assessment
Appeals; Checks with the Information Services Department for accuracy of Grand
Lists; Prepares material for court cases and appears in court; Supervises and
participates in the preparation of statistical and special reports; Assists in
planning and directing and participates in departmental in-service training
programs; Directs the operations of the
Assessor’s Office staff and administers and participates in assessment
activities such as discovery of taxable property, real property valuation,
determination of property ownership, preparation of the grand list and
statutory 5-year revaluation; Assists and advises assessment analysts on unusual
or complicated assessments; Manages (Computer
Assisted Mass Appraisal) CAMA system, staff and a contracted services
provider; Responds to taxpayers’
inquiries regarding assessments and programs available to them; Supervises
staff training programs; Performs other
related work as required.

REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES:
Thorough knowledge of the principles, methods and techniques
of real and personal property appraisal for municipal assessment purposes;
ability to perform appraisals of large industrial plants, commercial complexes
and other large developments; good knowledge of the laws and regulations
governing the valuation and assessment of real and personal property; ability to
relate to land survey maps, both private and governmental, and the ability to
correlate surveys of different scale with official assessment maps; ability to
plan, supervise and train appraisers and other staff; ability to prepare
building cost manuals, ability to work with a computer assisted mass appraisal
system and local area network; ability to establish and maintain effective
working relationships with staff, officials and the general public. Administrative ability to organize and follow
through on municipal assessment programs. Ability to supervise and train
employees. Ability to travel independently between work locations sometimes on
a daily basis. Ability to move throughout buildings or surrounding properties
in order to complete assigned tasks. Ability
to deal effectively with members of the public, attorneys, real estate
developers, construction personnel and property owners.
IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST
INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE FOLLOWING
EXPERIENCE: Associate’s degree
from an accredited college or university in Business, Accounting, finance,
economics, or closely related field; Five (5) years’ experience in real and
personal property appraisal, preferably for municipal assessment purposes; two
years of supervisory experience. Five
(5) additional years’ experience in real and personal property appraisal
required, if no degree. Certified
Municipal Assessor designation or ability to become a Certified Connecticut
Municipal Assessor upon hiring.
ADDITIONAL
REQUIREMENTS:
Possession of a valid driver’s license with a good driving
history.

BE SUBMITTED AT TIME OF APPLICATION
In order to verify possession of the appropriate Driver’s License
and good driving history, applicants will now be required to provide the H.R.
Office with a Driving History Report that is less than 30 days old. Only
reports generated by the Department of Motor Vehicle will be accepted. This
information will be specifically requested of the applicants at the time that a
conditional offer is made. In the event that a report is not supplied within
(7) seven days or the H.R. Director deems your driving history to be poor, the
conditional offer may be rescinded.

Employees appointed to
positions in this class must have adequate physical strength, stamina, physical
agility and visual and auditory acuity and must maintain such physical fitness
as to be able to perform the duties of the class. A physical examination may be
required.
This
position is covered under the written agreement between the City of Waterbury
and the Waterbury Municipal Administrator Association Union. The Parts and Weights for this examination
will be determined prior to conducting the exam. Individuals appointed shall be required to serve
a working test period which will be, in effect, the final phase of the examination. Appeal Process- An applicant may appeal notice of not meeting the minimum
qualifications (Civil Service Rules and Regulations, Section 3741, Subsection
B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice. Please notify the Civil Service
Office of a change in address. Notification will be mailed to the address
written on your application.
