General
Statement of Duties: This is responsible technical
and administrative work involving the assessment of real and personal property
for ad valorem tax purposes. Work involves responsibility for assisting in a
continual program of appraisal and assessment of real and personal property in
preparation of the Grand List. Duties
include field inspections of property, maintenance of assessment lists and the
assumption of the Assessor’s duties in the absence of the Assessor. This position also has the responsibility for
making difficult property assessment technical decisions. The work requires that the employee have
considerable knowledge, skill and ability in all property assessment work.
Examples of
Duties: Conducts field inspections of property sites
including new construction, renovations, additions and demolitions for the
purpose of collecting specific data in order to estimate market value. Measures structures or modifications to
existing structures, reviews building plans and permit information, compiles
and updates property record cards, maintains appraisal files, related records,
and maps. Utilizes various assessment
methods and procedures to determine market value such as sales comparison,
income capitalization and cost analysis and decides which approach is most
appropriate for the determination of market value. Evaluates commercial and industrial income
and expense report forms or leases and studies economic market data to
determine market value. Assists in a
continual program of appraisal and assessment of real and personal property in
preparation for the Grand List and with periodic revaluation programs. Assists in the preparation of statistical,
analytical, tabular, and narrative reports to the Office of Policy and
Management, Law Department, and other Town Agencies. Assists in the formulation and implementation
of division policies and procedures. Makes
preliminary decisions on informal appeals to the Assessing Division. Attends Board of Assessment Appeals hearings
and assists in explaining the various methods of valuation used to the public. Appraises industrial and commercial personal
property using a combination of onsite inspections and office communications;
examines commercial and industrial taxpayer declaration forms and tax returns
to determine net depreciated values.
Assists the external personal property auditor with the personal
property audit program. Computes motor
vehicle assessments from information submitted by the State of Connecticut
Department of Motor Vehicles and obtains motor vehicle values by utilizing
published trade journals and pricing guides and through evaluation of economic
market data. Responds to taxpayers’ inquiries regarding assessments and
programs available to them and advises taxpayers of their rights. Compiles
assessment data and prepares a variety of reports. Assists with input to the computer as needed
and assists in the maintenance and review of the Cadastral Mapping System (Tax
Parcel Maps). Assigns and oversees work
of department staff. Trains department
employees as required. Acts for the
Assessor in the Assessor’s absence. Performs
related work as required.
Supervision
Received: Works under the general supervision of the Assessor.
Required
Knowledge, Skills, and Abilities: Considerable
knowledge of modern principles, practices, and methods of estimating property
values for assessment purposes. Considerable
knowledge and experience with regards to appraisal processes, generally
accepted assessing and appraisal practices, Connecticut Laws, local ordinances,
and requirements of the Uniform Standards of Professional Appraisal Practice. Some
knowledge of computerized software applications, such as computer assisted mass
appraisal systems, tax billing and administrative systems, and statistical
analysis software as applied to a municipal assessment operations. Considerable ability in property appraisal
and assessment. Considerable ability in
oral and written communications. Considerable
ability to complete work within deadlines.
Considerable ability to establish and maintain effective working
relationships with superiors, associates, subordinates, property owners and the
general public.
Qualifications: A bachelor’s degree from a recognized college
or university in economics, finance, real estate or a related area plus four
(4) years of progressively responsible assessment or appraisal experience, or
an equivalent combination of education and qualifying experience substituting
on a year-for-year basis.
Special
Requirements: Must possess and maintain a
valid State of Connecticut motor vehicle operator’s license. Most possess and maintain or be able to
obtain a certified Connecticut Municipal Assessor II designation within a
reasonable period of time.
