Performs calculating, posting and verifying duties to obtain primary financial data for use in maintaining an accounts payable central control system.  Performs varied and responsible accounting clerical work in support of department staff in payroll and related financial areas. 



Works under the general supervision of an administrative superior, who is consulted on unusual problems or on difficult technical questions.  Works independently planning and organizing work according to standard office procedures. 



Assigns tasks to lower level accounting clerical and administrative clerical workers. 



Performs calculating, posting, data entry and verifying tasks in processing financial data for use in an accounts payable central control system; prepares/reviews purchase orders, invoices and related information for proper account coding, mathematical accuracy, vendor designation, correct prices and discounts, authorized signatures and related information; responds to vendor inquiries and resolves problems related to orders, payments, etc.; processes and monitors partial payments for various accounts; prepares information sheets for encumbrances, account adjustments, payments, and related information and processes to accounting unit for review as necessary; coordinates information and processing needs with staff members to assure accurate and timely payments and availability of funds; as necessary, receives employee attendance and related personnel information; prepares payroll information for entry into


an automated payroll system; performs calculating, posting and verifying duties to  obtain financial data for payroll deductions, including withholding taxes, Social Security, retirement, union dues, and other payments; processes payroll and disperses checks  and related registers to departments; receives corrective information from departments and makes changes to payroll as necessary; responds to questions concerning payroll, and resolves problems as necessary; acts as a backup to the Benefits Administrator – Finance on all payroll duties and performs all payroll functions in the absence of the Benefits Administrator, posts payments received for overpayments, and maintains records of overdue amounts; maintains accounting control of miscellaneous accounts as needed; maintains various accounts’ journals, establishes and maintains financial and administrative records/files as needed; performs general office clerical tasks; operates standard office equipment, such as computer terminal, copy machine, calculator, etc.; performs other related duties as directed. 


KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: Good working knowledge of accounts payable and payroll bookkeeping principles, methods and practices; working knowledge of accounting principles and methods and ability to apply and adapt established methods to varied financial transactions; working knowledge of department procedures, rules and payroll structures; ability to maintain financial records of some complexity and to prepare reports and statements; ability to write routine department financial reports; ability to perform detail work involving written or numerical data and to make arithmetical calculations rapidly and accurately; working knowledge of modern office equipment, practices and procedures, and ability to acquire a working knowledge of department computer systems; ability to establish and maintain effective working relationships with other employees and the public. 


MINIMUM QUALIFICATIONS:  A high school diploma and three years of increasingly responsible bookkeeping or accounts clerical experience; or any equivalent combination of experience which demonstrates possession of the required knowledge, skills and abilities.

PROBATIONARY PERIOD: The probationary period for this position shall be Twelve (12) months.

PASSING GRADE:  The minimum passing grade is 70%. 


shall be in effect for one year from the date of its establishment by the Civil Service Commission. Subsequent to the initial certification of the employment list, no sooner than 10 months and no later than 11 months and 29 days from date of initial certification, the Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City.  The City, or any individual, may request that consideration of extension be placed on the Civil Service regular meeting agenda by notifying the Director of Human Resources no later than one calendar week prior to the monthly meeting.  The maximum period of time that a list shall remain in effect is two years from date of initial certification.   

RULE OF FIVE PLUS THREE: When a vacancy exists for this position, the Appointing Authority is sent the first five names in rank on the certified Employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.  

PHYSICAL EXAMINATION: Prior to beginning work, the successful candidate must complete and qualify on a post offer medical examination and background check 

REASONABLE ACCOMMODATION IN TESTING: All requests for reasonable  

accommodations in the testing process must be made in writing, no later than the closing date

for applications. Documentation of the disability for which the accommodation is being requested, and what specific accommodation is being requested, must be received no later than two (2) weeks after the closing deadline for applications. The candidate’s failure to provide



documentation which satisfies the City’s requirements by the timetable above will result in an inability to provide an accommodation in the testing process. However, the candidate who

meets the minimum qualifications for the position would still be eligible to complete with all other candidates in the standard testing process.  


PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS:  Performs duties in a  climate-controlled environment.  Routinely and intermittently exposed to computer screen.  May be required to lift light to medium weights, for example, ledgers, office supplies, etc.  Some degree of stress in public contact.
