General
Summary:
This position performs detailed work in the
preparation, maintenance and data integrity of the payroll for the following
organizations: Town of Mansfield, Mansfield Board of Education/Public Schools,
Regional School District #19, Eastern Highlands Health District, Mansfield
Downtown Partnership and Mansfield Discovery Depot. Duties include, but are not
limited to preparing payroll, maintaining payroll records and files, preparing
payroll reports, and performing various office assistance duties and
tasks. Work is performed under regular
supervision. Position reports to
the Finance Manager.
Essential Functions:
·
Completes biweekly payroll function from
collection of timesheets to final paycheck production including posting labor
distribution to general ledger, payroll and tax deduction reports.
·
Reports biweekly on new employees and
monthly employees totals to Connecticut Labor Dept.; prepares payroll deduction
related vouchers and reconciliation of accounts for accounts payable; maintains
and transmits biweekly payroll federal taxes payments electronically; transmits
files to vendors for pensions and TPAs; maintains and transmits monthly files
to the State Teachers Retirement System.

Audit and Review Human Resources
Department entries for employee maintenance and setups.
·
Enters manual checks or adjustments into
payroll system and ensures all calculated deductions and pay are in balance.
·
Transfers payroll deduction vouchers to
accounts payable system and reviews report for accuracy.
·
Maintains Cost Codes, Pay Codes, and Pay
Grade Tables for all organizations.
·
Prepares quarterly State and Federal
941s and annual W2s; prepares quarterly State unemployment reports.
·
Produces annual payroll schedules and
sets timetable for end of year payroll processing.
·
Performs related tasks as required.
Other Functions:
·
Assists with salary and earnings
estimates and projections.
·
Responsible for the Workers Compensation
Audit for all organizations.
·
Serves as payroll resource to human
resources department, department heads and manager/supervisors.
·
Produces special payroll runs; assists
with accounts payable functions.
Education & Experience:
Education:
Graduation from a two year college with major course work
in accounting, business administration or related field. Consideration may be
given to equivalent experience and training.
Experience:
A minimum of 5 years of payroll processing
experience.
Knowledge, Skills & Abilities:
This position requires the following knowledge:
Thorough knowledge of the
principles and practices of payroll accounting procedures; general knowledge of
payroll control practices.

business English and spelling.

Ability to operate a
variety of accounting, office and data entry equipment; ability to type at a
reasonable rate of speed.
