Salary: $75,000 - $85,000 DOE

General Description:  

This position is responsible for fiscal management work involving the administration and supervision of financial, accounting, and billing functions for the Southington Water Department. This position provides direction and administration of timely and accurate customer account services and for the efficient operation of the business office of a public utility. It requires the ability to plan, supervise, and direct the work of the clerical staff and the ability to prepare and maintain detailed reports and records. Responsible for the customer service and inquiries, water sales, and collection functions. This work requires that the employee has considerable knowledge, skill and ability in business administration, human resources, ability to work as a team, and manage a budget for a large utility.

Job Requirements and Responsibilities:

Duties include the day-to-day coordination and supervision of the business office encompassing:


     Prepare Daily, Monthly, and Yearly balancing of accounts, payable vouchers and billing.

     Risk Management, Investments, Payroll including 941s, W2's, 1099's, W-3's, New Hires.

     Ability and experience to make accounting and best financial decisions for the department.

     Oversee office staff and escalate customer billing and assessment questions and concerns, administer union contract language and oral warnings.

     Counselsí new employees on benefits and payroll.

     Knowledge on applications and processes to obtain state and federal funds for construction and capital projects.

     Bachelor's Degree (Masters preferred) from a recognized college or university with major coursework in Accounting, Finance, or related field experience of 5 years.

     Ability to skillfully communicate orally and in writing complex technical and legal documents regarding financial planning.

     Demonstrate a high level of analytical ability to identify and create solutions to budget issues.

     Proficient in Microsoft office software such as Word, Access, Excel as well as other billing software.

     Possess and maintain Notary Public Certification in the State of CT.


Supervision Received:

Works under the general direction of the Superintendent and Assistant Superintendent who are responsible for the day-to-day administration and operation of the Water Department. This position also reports to the Board of Water Commissioners. 


Supervision Exercised: 

Directs and coordinates the activities of the Water Departmentís business office staff.

Work is performed in office settings with duties of the job requiring sitting for extended periods, use of PC workstation for extended hours, standing, walking, lifting and/or moving up to 25 pounds.


Work involves walking, talking, hearing, using hands to handle, feel or operate objects, reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus.


License or Certification:


CT Motor Vehicle Operatorís License


Must be Bondable
