Vacancy is in the Payroll Division of the Finance Department. Under the
general supervision, plans, coordinates and supervises the payroll function
including technical supervision of payroll accountants and clerks and others
involved in processing payroll. May plan, coordinate, and oversee the work of
the Payroll Division; assigns, trains, and evaluates subordinates. Supports and
backs up Supervising Payroll Manager. Prepares and recommends payroll
procedures to the Supervising Payroll Manager. Works closely with the Human
Resources Departments of the City and Library, and the Pension Unit to ensure
that payroll procedures are consistent with applicable personnel rules and
regulations, City of Hartford Municipal Code and Charter, and collective
bargaining contracts. Works closely with the Treasurer’s office for the payment
of employees, payroll vendors and Federal and State taxes. Reviews accuracy of
payrolls, including shift differentials payments, annual increases, collective
bargaining increases, retirement calculations, workers’ compensation benefits
and other benefit payments. Assists with processing all year-end tax reporting.

HMEA Union position. The hours of this position are 40 per week and the above
salary includes 5% in lieu of overtime.
KNOWLEDGE, SKILLS & ABILITIES:
The examination will consist of rating your training and experience as
contained on your application and may also include a written test, an oral test
or both. All parts of the examination, including tests and ratings, will be
related to the requirements of the position. The examination is designed to
measure Knowledge of: Payroll processing procedures; Governmental accounting
principles and practices as applied to payroll activities; Federal and State
laws and regulations related to payroll matters, including workers’
compensation,, unemployment compensation, wage
garnishment, FICA and IRS standards. The ability to: Interpret and apply complex
payroll policies and
procedures, including application of collective bargaining provisions;
Supervise and evaluate staff; Establish and maintain effective working
relationships with staff and other department officials; Work under time
constraints and pressures; Express oneself clearly and concisely, orally and in writing.
Physical Demands and Working Conditions:
Work is performed primarily in an office environment with some travel to
different sites. Incumbent may be required to work a flexible schedule
including evenings and weekends.

Bachelor’s degree from an accredited college or university with a major
in public administration, business administration or a closely related field, AND two (2) years of increasingly
responsible payroll experience or an equivalent combination of training and
HARTFORD RESIDENCY PREFERRED: Preferably
be a bona-fide resident of the City of Hartford at the time of application. A
completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as
indicated on the RESIDENCY AFFIDAVIT may be submitted.
