JOB SUMMARY

 

The purpose of this classification is to perform accounting transactions and the maintenance of complex financial records in support of a financial administrator or major component of the Districtís accounting system. Work involves analyzing financial information, compiling reports and recording a wide variety of financial actions and documentation including account reconciliation. This classification also has the responsibility for making basic technical accounting decisions in accordance with established procedures. 

 

 

ESSENTIAL FUNCTIONS

 

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

 

         Maintains a variety of accounting and/or payroll records. Analyzes, compiles and enters accounting information into a central system, department system, or records. Verifies and balances records and keeps them current and in confidence, as required. Coordinates maintaining and processing payments and allocates related costs to departments.

 

         Oversees daily a cash management program, employee benefits, water and sewer assessment, billing processing or preparation and auditing of accounting data and records, or maintains a cost accounting system by developing and preparing rate determining procedures and researching cost components, as assigned. Analyzes or verifies information, develops recommendations and executes transactions or transfers. Generates investment reports.

 

         Coordinates financial programs, procedures and actions with banks, vendors, governmental agencies, and District staff.

 

         Prepares routine accounting reports. Investigates assigned problems and compiles information into special reports.

 

         Enters and retrieves data using a personal computer and a computer terminal. Operates accounting programs on a computer, as assigned.

 

         Performs data input, typing, data input, filing, and scheduling tasks, as assigned.

 

         Operates a personal computer, and general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

 

         Establishes and maintains cooperative relations with superiors, associates and general public.

 

         Performs other related duties as required.

SUPERVISION RECEIVED

 

Works under the general supervision of a Manager or Administrator in the Finance Function.

 

 

MINIMUM QUALIFICATIONS

 

Associateís degree with course work emphasis in accounting or business administration or a related field; supplemented by two (2) years of previous experience and/or training involving clerical or technical accounting; or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills and abilities for this classification.

 

Preferred candidates will have:

Bachelorís degree in accounting, finance, or a related field preferred

Experience utilizing SAP preferred.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

 

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

 

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; and may include ability to calculate surface areas, volumes, weights, and measures.

 

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership.  Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

 

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

 

Sensory Requirements:  Some tasks require the ability to perceive and discriminate visual and/or auditory cues or signals.  Some tasks require the ability to communicate orally.

 

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
