Town Treasurer/ Accountant



Treasurer Department


Reports To:

Director of Finance




The Town of Preston Treasurer/Accountant is an appointed position that is responsible for the custody and oversight of the Town’s assets. This position reports to the Director of Finance.


Essential Functions:

§  Comply with all relevant Connecticut Statutes pertaining to the Treasurer Department.

§  Maintain up to date knowledge of the financial system and the affairs of the Town.

§  Keep custody and records of Town assets; receive Town payments and funds; deposit and maintain them in a national bank or state bank and trust company as per regulations.

§  Review and sign bank statements and reconciliations for all Town accounting records and submit to the Director of Finance.

§  Review and sign checks authorized for payment by the Director of Finance and/or First Selectwoman.

§  Anticipate any revenue shortfalls or budget overages and work with the Director of Finance and/or First Selectwoman to establish and enact a contingency plan.

§  Administer long and short-term borrowing; ensure adequate cash flow; invest funds to maximize yields; transfer investments as needed; make or coordinate wire transfers as needed.

§  Maintain general ledgers for all municipal funds

§  Make debt service payments according to established schedules

§  Maintain an inventory of the Town’s fixed assets.

§  Gather information and provide financial data for annual Town audit working with external auditors as the primary liaison.

§  Collaborate with the Director of Finance to develop and implement plans to address any material deficiencies identified by the auditors.

§  Collaborate with the Director of Finance and First Selectwoman to prepare the annual budget.

§  Prepare reports for and make presentations to the Board of Selectmen, Board of Finance and other Town meetings and other committees or commissions as requested.

§  Prepare and deliver quarterly or annual state reports as required.

§  Oversee the preparation of bi-weekly and monthly payrolls and accounts payable.





Other Functions:

§  Performs related duties as required.

§  Bachelor’s Degree in business, accounting, finance or related field is required or the equivalent. 

§  Three to five years of increasingly responsible accounting, finance or banking experience in business, municipal government; or any equivalent combination of education and experience is strongly preferred.

§  Ability to acquire a working knowledge of federal and state laws affecting Town services and operations is required.

§  Proficient in MS Office suite and computerized accounting applications required.

§  Submitting to a background check is required.

§  Ability to establish and maintain effective working relationships with individuals and

groups, both professional and non-professional, co-workers, management personnel, the public and others.

§  Ability to work independently in a fast-paced environment and manage multiple priorities.

§  Able to think quickly, assess a situation and make a sound decision.

§  Ability to be available for work outside normal working hours. 

§  Ability to create clear and concise reports, and to deliver them orally.

§  Must be able to perform continuous bending, twisting, stooping, reaching and lifting of moderate to heavy weight material up to 20 lbs.

§  Is frequently required to use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms.

§  Vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

§  Ability to maintain his/her composure with the public and co-workers in everyday, stressful and emergency situations.



Compensation:           Salary commensurate with experience.
