POSITION OVERVIEW:
Under
supervision, to perform increasingly responsible and difficult professional
planning work related to the conduct of municipal planning functions including
but not limited to zoning analysis, site plan review, subdivision review and
duties related to zoning board of appeals, historic review application and
updating, maintaining and implementing the conservation and development plan; and to do related work as
required.
SUPERVISION RECEIVED:
Works
under the direction of the Director of Planning and Development and/or Planner II.
EXAMPLES OF ESSENTIAL
DUTIES:
- Prepares and conducts surveys and
written reports, compiles sociological, economic and geographic duties,
prepares planning design and program solutions for complex problems.
- Prepares graphic presentations of
statistical and geographic data, performs the analysis of urban geography,
zoning matters, community development and development plan
implementations.
- Assists the general public
regarding planning and zoning matters.
- Prepares annual reports and
capital improvement program.
- Reviews subdivision maps and
development site plans for conformance with codes, plans and regulations.
- Reviews and processes permits and
applications to the City Planning Commission, the Zoning Board of Appeals,
the Zoning Committee of the Council Council, the Inland and Wetlands
Commission and submits reports and recommendation as appropriate
- Provides assistance to the City
Planning Commission, the Zoning Board of Appeals, the Zoning Committee of
the Council Council, the Inland and Wetlands Commission.

KNOWLEDGE, SKILLS AND
ABILITIES:
- Knowledge of the principles and
practices of city planning, knowledge of municipal government, familiarity
with the fundamentals of civil engineering and architecture,
- Knowledge of computers and current software program
applications including but not
limited to GIS.
- Ability to work independently,
communicate effectively, understand and prepare complex written, visual
and oral reports.
- Must have ability to compile, analyze
and prepare graphic presentation of data and ability to make public
presentations and to perform complex planning analysis and graphic work.
- Connecticut driver’s license
necessary
MINIMUM
QUALIFICATIONS REQUIRED:
Graduation
from an accredited college with major work in city planning, AICP certification
plus two (2) years experience in a planning office, and/or the equivalent in
experience and training.
PROBATIONARY PERIOD: The probationary
period for this position shall be twelve (12) months.

first five names in rank on the certified Employment list plus the next three
highest
DURATION OF
EMPLOYMENT LIST:
A
certified employment list shall be in effect for one year from the date of its
establishment by the Civil Service Commission. Subsequent to the initial
certification of the employment list, no sooner than l0 months and no later
than 11 months and 29 days from date of initial certification, the Commission
may, upon the showing and finding of exigent or extenuating circumstances,
extend the duration of the list when it is deemed to be in the best interest of
the City. The City, or any individual, may request that consideration of
extension be placed on the Civil Service regular meeting agenda by notifying
the Personnel Director no later than one calendar week prior to the monthly
meeting. The maximum period of time that a list shall remain in effect is two
years from date of initial certification.
PHYSICAL
DEMANDS: The physical demands described here are
representative of those that must be met by an employee to successfully perform
the essential functions of this job.

While performing the duties of this job, the employee is frequently
required to sit, talk and listen. The
employee is required to walk and frequently use hands and fingers when
operating computer and calculator, and reach with hands and arms. The employee must occasionally lift and/or
move up to 20 pounds. Specific vision
abilities required by this job include close vision and the ability to adjust
focus.
PHYSICAL EXAMINATION: Prior to beginning
work, the successful candidate must complete and qualify on a post offer
medical examination and background check.
REASONABLE

All
