FINANCE DEPARTMENT

 

Hours: Full Time, 35-hour work week, Monday-Friday 9:00am-5:00pm

Salary: Up to $70,064.40 annually, based on qualifications

JOB DESCRIPTION

GENERAL DESCRIPTION

Responsible for the analysis, reporting and detailed keeping of financial records and accounts. Responsible for accounting of special revenue and capital funds including but not limited to the Capitol Fund, Dog Fund, Water Pollution Control Fund and Community Development Fund. Determines funding needs, prepares draw down requests, handles deposits and transfers funds as required.

SUPERVISION RECEIVED

Works under general supervision of the Deputy Director of Finance / Town Treasurer.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Establishes and maintains complex set of ledger accounts and records;

·         Examines and/or prepares vouchers, claims, invoices and other documents relating to all State and Federal Grants and Capital Funds;

·         Tracks and reports on the revenue and expenditures for Capital and Bond Issue funds;

·         Processes and disburses checks; reviews operating and capital budgets; reviews Internal and Council transfer requests;

·         Prepares various Town, State and Federal quarterly reports; assists in the preparation of the Town’s annual financial report;

·         Prepares special projects and does financial analysis as required;

·         Prepares governmental data reports;

·         Determines need and transfers funds to capital fund and special revenue funds;

·         Deposits checks; prepares drawdown requests from information provided;

·         Records Town and Police pension activity;

·         Maintains effective working relationships with administration and associates;

·         Regular and punctual attendance;

·         Performs related work as determined by administration.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of the theories, principles, practices and techniques of municipal accounting; ability to organize and maintain accounting records and controls; ability to establish and maintain effective working relationships with associates; ability to analyze situations and make decisions in working toward assigned objective; must be resourceful, accurate and reliable; must have knowledge of computer applications.

QUALIFICATIONS

Bachelor's Degree with major course work in business or accounting and four (4) years of work experience, preferably in municipal accounting.

SPECIAL REQUIREMENTS

TOOLS AND EQUIPMENT USED

Computer, calculator, typewriter, copy machine and other standard office equipment, spreadsheet and word processing applications software.

·         Must be able to work under stress from demanding deadlines and changing priorities and conditions.

·         This position requires the ability to apply common sense understanding in carrying out instructions furnished in written or oral form and the ability to deal with problems including several variables in standardized situations.
