POSITION OVERVIEW:

Performs both routine and more difficult accounting clerical work including computer data entry, typing and mathematical calculations in the functional areas of accounts payable, accounts receivable, cash management, billing and collection of taxes; and related financial areas.

 

SUPERVISION RECEIVED:

Works under the general supervision of the designated manager, who is consulted on unusual problems or on difficult technical questions. Works independently planning and organizing work according to standard office procedures.

EXAMPLES OF ESSENTIAL DUTIES:

Performs calculating, posting, data entry and verifying tasks in processing financial data in an automated public accounting system. Performs lead clerical administrative duties in a unit office or department division.

 

Prepares/reviews purchase orders, invoices and related information for proper account coding, mathematical accuracy, vendor designation, correct prices and discounts, authorized signatures and related information.

 

Performs calculating, posting, data entry and verifying tasks in preparing and processing billings and collections. Receives payments by mail and in person. Receives cash or payments and processes by hand, computer entry, and by automated cash register, and posts to accounts in an automated public accounting system. Prepares bank deposits and reconciles bank statements for one or more accounts.

 

Monitors department or unit operating budget(s); maintains account balances and projects funding availability based on department(s) activities; keeps department(s) informed of status.

Responds to questions concerning purchase orders, and resolves problems related to billings, collections, etc. May work at a counter, utilizing cash register, to collect cash receipts and responds to inquiries from the public.

 

 

 

 

 

 

 

 

 

 

EXAMPLES OF INCIDENTAL DUTIES:

Performs general office clerical tasks. Sets up and maintains office files as needed. Receives and distributes mail. Requisitions office supplies. Operates standard office equipment, such as computer terminal, copy machine, calculator, etc.

 

Assists in the sorting, collating and mailing of bills and charges. Performs other related duties as directed.

KNOWLEDGE, SKILL AND ABILITIES:

Experience in bookkeeping and financial record keeping. Working knowledge of accounting principles and terminology and ability to apply established methods to varied accounting transactions. Demonstrated ability to perform data entry applications using computer systems with speed and accuracy. Ability to perform detailed work involving written or numerical data, and to make arithmetic calculations rapidly and accurately. Knowledge of modern office equipment, practices, and procedures. Ability to establish effective working relationships with other employees and the public. Must have customer service experience, bank teller experience preferred. 

 

MINIMUM QUALIFICATIONS:

Graduation from high school, supplemented by course work in bookkeeping or computers; and, at least two years experience in clerical, data processing, or bookkeeping; or the equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.

 

PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS:

Performs duties in an air controlled environment. Regular and prolonged exposure to computer screen. Lifts ledgers and materials of' light to medium weight. Mental pressure during peak periods of tax collections. Tension-producing interaction with public in payment of bills, taxes, etc. May stand for long periods of time.

 

PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

PASSING GRADE:

The minimum passing grade is 70%. In the written examination phase only, the passing grade will be established utilizing the flexible passing point system. In no event will this passing point be set less than 60% of raw score.

 

RULE OF THE FIVE PLUS THREE:

 Names of the first five in rank and the next three highest city of New Britain residents on the open competitive employment list will be forwarded to the appointing authority for employment consideration.

 

DURATION OF EMPLOYMENT LIST:

A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. Subsequent to the initial certification of the employment list, no sooner than l0 months and no later than 11 months and 29 days from date of initial certification, the Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City. The City, or any individual, may request that consideration of extension be placed on the Civil Service regular meeting agenda by notifying the Personnel Director no later than one calendar week prior to the monthly meeting. The maximum period of time that a list shall remain in effect is two years from date of initial certification.

 

PHYSICAL EXAMINATION:

 Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation.

 

REASONABLE ACCOMMODATIONS:

All requests for reasonable accommodations in the testing process must be made in writing, no later than the closing date for applications. Documentation of the disability for which the accommodation is being requested, and what specific accommodation is being requested, must be received no later than the closing deadline for applications. The candidate's failure to provide documentation which satisfies the City's requirements by the timetable above will result in an inability to provide an accommodation in the testing process. However, the candidate who meets the minimum qualifications for the position would still be eligible to compete with all other candidates in the standard testing process.

 

SPECIAL REQUIREMENT FOR CITY OF NEW BRITAIN RESIDENTS:

Proof of domicile shall be filed at the time of filing the application. (Please see form attached). Failure to provide proof of domicile in accordance with this timetable will result in no residency consideration being granted for this examination.
