OFFICE MANAGER ELECTRIC DIVISION

$88,004 - $112,597

 (Annually)

 

General Statement of Duties:  This is responsible financial management work involving the administration   and supervision of accounting and billing functions for the Electric Division business office.  Work involves responsibility for the direction and administration of timely and accurate customer account services and for the efficient operations of the business office of a public utility. Duties include the day to day coordination and supervision of the business office encompassing accounting, billing, maintenance of accounting records and individual accounts, directing the preparation of vouchers, collections, deposits, payroll, payroll, investments, reconciliations and the supervision of office staff and meter readers.  This position also has responsibility for making difficult accounting, office management and customer service decisions.  This work requires that the employee have considerable knowledge, skill and ability in office procedures, accounting principles and practices and billing and collections procedures.

 

Examples of Duties:  Schedules, assigns, directs and evaluates employees in a medium size work group in maintaining customer accounts and performing the accounting functions for the Electric Division.  Prepares monthly and quarterly annual financial statements, accounting reports and such other reports as might be required; certifies that funds are available to cover requisitions, signs checks, analyzes daily cash position, checks invoices and materials or services received, prepares or directs the preparation of cost reports and depreciation reports.  Directs the customer service program including new applications, terminations, changes in service and complaints.  Participates in drafting the division's budget and controls and accounts for expenditures within fund allocation for the division.  Trains and counsels employees.  Administers union contract language and oral warnings and recommends higher discipline.  Assists in employee selection.  Assures safe work practices.  Coordinates activities on a short- and long-term basis.  Supervises Electric Division's meter readers; schedules and assigns routes.  Performs related work as required.

 

Supervision Received:. Works under the general direction of the General Manager - Electric, who is responsible for the day-to-day operations of the Electric Division office.  The Comptroller is the Fiscal Officer of the Department of Public Utilities and, as such, shall direct the Office Manager insofar as accounting methods, procedures and formats are concerned.

 

Required Knowledge, Skills, and Abilities:  Thorough knowledge of office procedures and accounting principles and practices including cost accounting, budget and report preparation, billing, collections and electronic data processing as applied to accounting functions.  Considerable knowledge of public administration principles and practices as applied to the business office of a public utility.  Considerable ability to community orally and in writing and to coordinate technical specialized operational and administrative activities.  Considerable ability to administer policies and procedures including scheduling, budgetary work and day-to-day problem solving.  Considerable ability to establish and maintain effective working relationships with subordinates, associates, financial institutions and customers.

 

Qualifications:  A bachelor's degree from a recognized college or university in accounting or business administration plus five years of increasingly responsible office work experience, including at least three years in a supervisory capacity, or an equivalent combination of education and qualifying experience substituting on a year-for-year basis.
