Michael Ward from the Collins Center for Public Management is looking for a few panelists who have interesting and implementable ideas to improve capital planning and financing -- for small towns that have no existing capital plan, medium-sized municipalities looking to improve an existing plan, or sophisticated municipalities looking for ideas on the cutting edge. The organization is planning a conference for November 30. The explicit goal of this conference is for New England municipal officials to be able to walk away with as many new implementable ideas as possible, regardless of their current capacity or sophistication. Please feel free to forward this to anyone you think might have ideas about (or be) a panelist, or who might just be interested in attending. *Save the Date* for November 30 Conference on Capital Planning and Financing for New England Municipal Officials

The Center is Partnering with the Lincoln Institute of Land Policy to Host This Conference as Part of the Institute's Critical Issues for the Fiscal Health of New England Cities and Towns Series

Capital planning is essential to everything a municipality does, and capital spending is a major part of municipal expenditures. Yet capital planning and financing typically do not get the attention they deserve.

This conference will be focused on providing New England municipal officials with highly practical information, ideas, best practices, and tools that they can put to use in their own municipalities. It will include presentations and panels from a variety of perspectives, including practitioners and other experts and sessions will include areas of interest to both big and small municipalities.

Conference sessions and workshops may include such topics as: developing a first capital improvement plan (CIP), communicating with the public about capital needs and expenditures, capital planning and climate change, mini-bonds, basic capital financing ideas, advanced capital financing ideas, leveraging grants and private funding for capital needs, etc.

The event will be held on Friday, November 30 at the Massachusetts Firefighting Academy facility in Stow. Registration will be on a first-come, first-served basis, with seats reserved for municipal officials from each New England state.
