OPEN COMPETITIVE EXAMINATION FOR: Delinquent Tax Manager SALARY: $35,244.75 – $46,614.02 p/yr

IMPORTANT:

1. Veterans – Veteran’s points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination.

2. Residents – Residency points shall be added in accordance with the amendment to the Civil Service Rules and Regulations. Proper documentation (Civil Service Office Request for Residency Points) must be submitted with application of employment.

This position is not eligible for residency points

EXAMPLES OF DUTIES: (Illustrative Only) Assigns and oversees the work of employees engaged in the delinquent revenue collection effort and recording functions. Assigns delinquent accounts to various collection agents and closely monitors their efforts. Regularly generates computer reports of delinquent accounts, makes computer check to determine current status of the accounts and if necessary conducts a search to ascertain the owner of particular properties. Assists in the preparation and mailing of tax demand letters to delinquent accounts. Interviews delinquent taxpayers in person and by telephone, assists them in scheduling payments and maintaining communication until the matter of tax delinquency is resolved. Oversees the administration of bankruptcy procedures as it relates to delinquent taxes. Oversees the filing of UCC liens with the Secretary of State, and all other applicable liens and releases when the taxes are paid. Supervises the alias tax warrant process. Administers the assignment of delinquent accounts to tax collection agents (Marshals and Constables) and monitors, evaluates, and reports the progress.

Extensively involved in evaluating delinquent real-estate accounts with outstanding warrants that should be elevated into the tax auction sale process. Coordinates tax auction sale preparation and administration of required steps before, during and after the auction sale in collaboration with the state marshals and city constables. Recording of delinquent taxes collected in the computer according to explicit procedures. Monitors payments on real estate taxes to be certain that the property is liened for non-payment and that those liens are released when taxes and interest are paid in full. Assists in the maintenance of a variety of tax collection records and prepares forms and standard reports. Assists with the telephones and counter work as needed. Other duties as assigned.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of tax collection principals and practices. Knowledge of tax collection laws, regulations, ordinances and the City Charter. Knowledge of lien processes. Knowledge of alias tax warrant and tax auction sale processes. Knowledge of bankruptcy laws and regulations as they relate to municipal taxes. Knowledge and ability in computer applications for data management, planning analysis and report preparation. Ability to perform basic mathematical computations. Ability to give clear, concise written and oral instructions and work effectively with staff, superiors, agencies and the general public. Ability to enforce regulations with firmness and tact. Considerable ability to establish and maintain effective working relationships with superiors, associates, other agencies, and the general public.

IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE

CLOSING DATE YOU HAVE THE FOLLOWING EXPERIENCE: An Associate’s degree in Business or Public Administration, Accounting, or a closely related field. Three years experience in delinquent collections which should include experience using tax billing and collection programs. Possession of CCMC certification (Certified Connecticut Municipal Collector) or the ability to obtain within three years. QDS – Tax Collection System experience preferred. Must be bondable.

This position is covered under the written agreement between the City of Waterbury and the Waterbury Municipal Administrators Association

Union. The Parts and Weights for this examination will be determined prior to conducting the exam.

Individuals appointed shall be required to serve a working test period which will be, in effect, the final phase of the examination.

APPEAL PROCESS: An applicant may appeal a notice of rejection of his/her application to the Civil Service Commission within seven (7) days of receipt of such notice. Please notify the Civil Service Office of a change in address. Notification will be mailed to the address written on your application.
