POSITION VACANCY

 

DIRECTOR OF FINANCE

$81,680 - $130,387

CLOSING DATE: FRIDAY, DECEMBER 18, 2009

Successful candidate may serve concurrently with outgoing Director during a

transition period assuming specific duties sequentially.

 

SUMMARY OF POSITION:  Under administrative direction of the General Manager, is responsible for coordinating the planning, direction and supervision of the offices of the Collector of Revenue, Assessor, General Services and Accounting Operations.  Has primary responsibility for risk management and insurance programs.  Provides general supervision over the assessment and collection of taxes; special assessments and other revenues; the maintenance of accounts and financial records; the control of purchases and other expenditures.  Works closely with the General Manager and Budget Officer in preparation of the Town's budget.

 

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of the theory, principles and practices of governmental accounting, budget preparation and administration, financial reporting, collections, assessments and purchasing.  Knowledge of computer applications as they apply to finance operations.  Thorough knowledge of laws and regulations governing Town finance administration.  Knowledge of the principles and practices of risk management and insurance, assessment, collections and purchasing.  Ability to analyze and evaluate accounting, auditing, cash management, collection, purchasing and assessment procedures and to develop pertinent financial data in the preparation of reports and budget documents.  Ability to establish and maintain effective working relationships with subordinates, department and division heads, other Town officials and the general public.  Ability to direct a large, multifaceted municipal finance program.

 

MINIMUM TRAINING AND EXPERIENCE:  Master's degree in Business Administration or a related field and five (5) years of increasingly responsible administrative experience in a variety of municipal finance activities, of which at least four (4) years must have been in a general supervisory capacity OR graduation from college with a Bachelor's degree with major course work in Business, Finance, Accounting or Public Administration and eight (8) years of increasingly responsible administrative experience in a variety of municipal finance activities, of which at least four (4) years must have been in a general supervisory capacity. Suitable experience may be substituted for educational attainment if deemed appropriate by the General Manager or his designee.

The examination will consist of an evaluation of training and experience as indicated on the application.  Based on these ratings, a maximum of the ten most qualified applicants will be invited to participate in an oral test.  All parts of the examination including ratings and tests will be related to the requirements and duties of the position.
